ONE ENERGY DEVELOPMENT, LLC’S APPLICATION FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO CONSTRUCT A 3.0 MW SOLAR PHOTOVOLTAIC GENERATING FACILITY IN HARFORD COUNTY, MARYLAND

NOTICE OF EVENING PUBLIC COMMENT HEARING

 

An evening public comment hearing in the above-entitled matter is scheduled for Monday, May 4, 2026, at 7:00 p.m. at the Abingdon Fire Company, located 3306 Abingdon Road, Abingdon, Maryland 21009, concerning OneEnergy Development, LLC’s application for a certificate of public convenience and necessity to construct a 3 MW solar photovoltaic generating facility in Harford County, Maryland. The Project is anticipated to utilize an approximately 12-acre portion of the overall 24.7-acre property described by Tax Map 42, Grid 3E, Parcel 257, located one quarter-mile southeast of the intersection of Churchville Road (MD-22) and Calvary Road (MD-136). The Project is proposed as a community solar facility.

 

The hearing will begin with a presentation of the Project by the Applicant; followed by a presentation by the Department of Natural Resources (DNR), Power Plant Research Program (PPRP) of its recommendations with respect to the Project; followed by the Technical Staff of the Public Service Commission of Maryland (Staff) as to its recommendations regarding the Project.

On the Commission’s home page, scroll down until reaching the section titled “Comment on a Case.” Under that section, click the link for “Learn More.” On the next page, scroll down to the Calendly application. Scroll to the entry for “9796-OneEnergy Development (CPCN)” and take the following steps: click the box for “9796-OneEnergy Development (CPCN)”; click on May 4, 2026; select 7:00 p.m. and click on “next”; and enter your name and email address and click “Schedule Event.” You will receive a zoom link for the meeting once you have completed the sign-up process. Otherwise, barring technical difficulties, the hearing will be live-streamed and a recording will be available on the Public Utility Law Judge Division’s YouTube Channel: https://www.youtube.com/channel/UCYK5mu0UMAUOqSQowRq2TIQ/. 

 

Written comments on the proposed Project may be submitted electronically or by first-class mail through May 15, 2026. Instructions for submitting written and electronic written comments can be accessed by going to going to the Commission’s home page at https://www.psc.maryland.gov/, scrolling down to the section titled “Comment on a Case” and clicking the link for “Learn More.” The instructions can also be accessed via the following link: https://www.psc.maryland.gov/online-services/file-a-public-comment/. Comments submitted electronically must be submitted through the Commission’s e-file system, which can be accessed via the following link: https://webpscxb.pscmaryland.com/DMS/E-file-pc. Commenters utilizing the Commission’s e-file system are required to complete a one-time registration.
